Welcome to the first discussion of the THE GLOBAL FORUM FOR INNOVATION IN THE CITY-ISC :
In a discussion in Hebrew, attended by Mr. Hagai Dafna - organizational consultant and expert in dealing with situations and crisis and urban resilience, Mrs. Anda Bar - architect and expert in urban renewal and Adv. Daniela Gaz - expert in urban legislation and regulation.
The conversation was moderated by Adv. Racheli Pasher EIjkeaar, Director of the Global Forum for Innovation in Cities and Local Councils - who is an attorney in the field of intellectual property, knowledge and their connection to innovation.
Recently, at least 3 buildings in located I 3 cities in Israel - in Holon, Ramat Gan and Raanana - mainly due to a their dire condition - caused by age and / or lack of treatment for various damages found in them, collapsed. Fortunately - in all three cases - the residents were evacuated on time - although in a frightening way -from the buildings and from the vicinity of the collapse.
In a meeting we held - as part of the Global Forum for Innovation in the City and Local Councils - we searched for and suggested creative ways to make better use of the tools already available to municipalities and local councils and / or new tools - to address these type of building’s problems - regularly, urgently and , with Experts supplying the residents and the authorities with advanced notices and alarms. The responsibility of the Enforcement Authorities and Public Representatives was discussed, but also that of the residents and their representatives in each building - the elected building Committees - to be more pro active and to assist themselves- to minimize the costs and damages and to save lives- as owning a real-estate asset involves also duties.

ברוכים הבאים למפגש הראשון של הפורום הגלובלי לחדשנות בערים ובמועצות מקומיות:
אתם מוזמנים לצפות במפגש שבו השתתפו מר חגי דפנה- יועץ ארגוני ומומחה להתמודדות עם מצבי ומשבר ולחוסן עירוני, גברת אנדה בר- אדריכלית ומומחית להתחדשות עירונית ועו"ד דניאלה גז- מומחית לחקיקה ורגולציה עירונית.
את השיחה ניהלה עו"ד רחלי פשר אייקנאר, מנהלת הפורום הגלובלי לחדשנות בערים ובמועצות מקומיות- שהיא עורכת דין בתחום הקניין רוחני, הידע והקשר שלהם לחדשנות.
בזמן האחרון, ה תמוטטו לפחות 3 בניינים בארץ- בחולון, ברמת גן וברעננה- בעיקר בשל מצב רעוע- שנגרם בשל גיל ו/או חוסר טיפול בנזקים שונים שנמצאו בהם. למרבה המזל- בשלושת המקרים- התושבים פונו בזמן- ובאופן מפחיד- בסמיכות להתמוטטות.
במפגש שקיימנו- במסגרת הפורום הגלובלי לחדשנות בעיר ובמועצות מקומיות- חיפשנו ומצאנו דרכים יצירתיות לעשות שימוש טוב יותר- בכלים שכבר היום עומדים לרשות העיריות והמועצות המקומיות ו/או בכלים חדשים- לטפל בבעיית הבניינים הרעועים- באופן קבוע, באופן דחוף במקרים דחופים ותוך שיתוף צוותי הרשויות, מומחים, רשויות האכיפה, נציגי ציבור, תושבים וועדי בתים.
